Frank A. Falter (merchant) was born March 29, 1856 in Seneca County, Ohio. He received his education in the schools of the district and at St. Stephen's Academy.
After his parents died, he began making a life for himself. He established a business house (general store) at St. Stephen, Ohio in March 1879 and erected an entirely new building which he stocked completely. In 1881, he was appointed postmaster of that place and held commission until September 1884, when he sold out his business, moved to Bloomville, Ohio, and purchased the grocery and provision store of Bevington & Farnsworth. Frank Falter married Mary Rosa Phillips on September 30, 1879. Their children are as follows:

Frank and his wife were members of St. Stephen's Catholic Church. Frank Falter was an enterprising, successful business man.
